The version of the calculator definition files in the <Calculator> element has been increased to 3. It is recommended to update all calculators using features introduced in this version to version="3".
This version adds support for adding a bonusFor attribute to a CounterMission.
CounterBudget entries can now also specify that they are always granted, or that their budget is dependent on another counter.
